The nav renders from these rows. A flow that is off does not render and its jobs do not schedule, so turning one on is an explicit, logged act.

Enabled flows

Switching a flow off requires a reason. The reason is usually a legal or strategic position, and it is what stops the flow being switched back on by accident.
